The engine (to my surprise also) actually is pretty crap in the development department.
There was a post circulating some time ago about the pitfalls of Destinys development. In that article it stated that it literally takes hours.. like damn near 8 hours just to load up all the backend data to make a single change in the game.. include saving over the network and debugging every time you change something and this thing becomes a grand mess..
Destiny has more problems that just the introduction of weak content.

yeah I read that article and that's the problem, this game should have been delayed so that they could have spend more time on the engine and the dev kit. They basically shackled themselves not only with their engine but also with the last gen consoles. I mean the problem is all the best people at Bungie left and I doubt they have a ton of the best talent in the business there anymore. It's sad but it's what happens to developers that get too big for their britches.
