Look at strike matchmaking, people don't use mics, run off to complete it and leave others behind, troll, team kill with sparrows, and are just generally piece of shits that will -blam!- up the 10 minute strike. You believe that 6 people will all be focused, and using their mics to be coordinated enough to complete an hour long strike? I just don't see the point.

It should always be an option. It's the same as going out in the forums to put a team together.

No it isn't, the forums are for dedicated players who wish to find a group to complete said activity. With matchmaking, any Johnny no thumbs can go search for a group and mess up everyone. People on the forums can communicate to the group about the ways that they want things to be done, if matchmaking was to be implemented, the searching would be fillies with drunken bastards that hit the wrong button and then quit as soon as it starts. Matchmaking would waste development time that could be used to add content to the game.
