I know the capabilities of this sniper because I know several players who use it. It's not so much that Efrideet's Spear (the sniper itself) is overpowered, it's that Final Round makes high impact snipers stronger on a whole new level. Having final round on a high impact sniper is like having a heavy weapon on you at all times.

damn i should have rolled for that final round. Had no idea it killed people in one shot. It does sound a bit OP but then again there's a lot op weapons in this game.
