It's pretty easy to avoid snipers on all the maps, so I wouldn't call any sniper OP in PvP. As soon as you notice you're in a round with someone using a sniper, avoid being out in the open.

Well, technically I think what he and others mean is that if you get it with Final Round it's one body shot kill on that round. And with Armor Piercing rounds it can shoot through walls. But that's true for probably any sniper with those two perks combined, it's just easier to get on a weapon you can re-roll.
