Bungie needs to take notes from SOE on developing a game for fans. Look at development videos for H1Z1 they post videos of conferences, meetings, streams, and other things that all show the community that wants the game what's in it and the developers have time and space to make changes to the game. SOE even holds press conferences for other games that are already out just to catch up their community on what's to come.
