It's not personal, it's math.
Higher likelihood of beating the raid with 32s.
Higher likelihood of having quality players/raiders because they are 32 (pretty much anyone can be a 31, you don't even have to have played the raid before to get 31. Having a 32 you know at least they have been in the raid at least a few times).
You can still play normal mode and get gear that will get you to 32.

Yes but half the 32's I have encountered in CE had no clue how to do it after the hotfix.

Yeah, but the same could be said for any unlucky 31. I think it's a moot point because it washes both ways
