because they are Douchebags. i got a 32 titan and 31 warlock that just needs shards to reach 32. 31 can do the raid as long as you have a few 32s in the group. just like VOG hard where 30's could carry 28/29's

Tho it's actually 29's carrying 28's that's where 32 players have a hard time. We are all ready 1 level under leveled making it difficult for us. No I played hard VoG as a 29, getting constantly thrashed. I didn't die that much but it did happen on occasion. Do the comparison. Run hard mode VoG as a 29 and bring some 28s then post about it

first time i ran VOG on hard my team was all 29's besides one 30. nades when you get sent through time help out alot. was a pain but can be done.

Crazy under leveled most people won't even take a 28 they die a lot and are about zero help, you can for sure but the struggle is real. For each 28 the difficulty increase tremendously and this is way you are seeing only 32 for hard mode. Just using VoG as a comparison to CE how that helps
