If you were going to hide where best than to do it than right in front of the tower? And I will never trust the speaker as I have never seen his face! Nor does his tone sit well with me. Plus he's condescending.
Also with most evil doers they spend hours working on ways with which to execute their evil plan, and what a better place to do this than the area he occupies most. I mean come on seriously and these ghosts are simply a way to control us.
At least all guardians have the decency to take their helms of when at the tower!

I always wondered what that large machine with the rings was near the speaker. I actually think it's keeping the traveller in a stasis, that machine is what keeps the traveller on earth and we're stealing it's light to rebuild humanity. When viewed on the right angle, those rings fit around the traveller in the background perfectly

One of my favorite quotes from the Speaker in game is when he says "Those who hide in plain sight are making their own plans." Not word for word, but it'a close. Your post made me think of that... Just saying ;)
