Since the Queen killed the Wolves Kell she became the Leader of the house of wolves. Since we kill the Winter Kell on Venus, Shouldn't the house of winter be allied with the City

It's not clear if the Kell of the House of Wolves was killed, or just defeated. We'll have to wait for the next expansion to know what really happened. I'm not sure how it works with Fallen culture, but we assassinated the Kell, we didn't challenge and defeat him.

The Winter Kell cannot be killed. He resurrects like Jesus every 5 minutes, only to be killed again on a headshot-farming-mission. The house of winter will never follow a human, as they currently follow a Fallen Jesus ;)

Also my Queen had to severe the communication to the House Of Wolves' Prime Servitor, Kaliks Prime. Dont forget the Witches under her control "took care of" the Wolves Archon Priest just after Kaliks went quiet.

The Queen killed the Wolves' Kell... And any potential usurpers. We killed Winters' Kell and fled, leaving the potential usurpers to fight for the throne
