It should be pointed out that the exo were created for "a long forgotten struggle". This could imply the war between the darkness or any of the races or even a human civil war. This would explain why they are so human like, they needed to think and act like humans in order to defeat their enemy. It also could mean that they were made to lower actual human casualties but the whole exo idea went awry when they became self aware.
