Nothing guarantee that Iron banner will sell 36 light gear. IB 2.0 may have been a exception for selling light 30 gear and that occurred like 2 weeks before the new DLC drop.. if i remember , they changed the gear drop algorithm so the full set drop more often in the CE Raid. so raider won't be stuck forever at 31 like VoG. (or less) so don't expect IB to sell light 36 gear before March..
