I think I was level 24 when I first ran into Randall. I was searching for loot and I saw a yellow life bar with level 8 on it. I figured I'd take him out and enter the cave. I emptied a clip on him and barely moved his life bar. This made me angry so I spent the next 10 or 15 minutes killing him. After I killed him my hunter sat down next him and looked at the sky.
