Here's how. Of the 7 million people in the world, 6 million of them are playing Destiny. Of those 6 million, 3 million play with only 1 character. The other 3 million play with 3 characters. Bungie counts all of those characters so 3 x 3 = 9 million. Add the 3 million single character players and that makes 12 million.
