I think New Monarchy hates their supporters, because of the 2 of their packages I've opened, I've got some ascendant shards and some energy, which are WAY less valuable when you need to be worried about Radiant stuff. Then when I opened my 1st FWC package it gave me all that stuff PLUS a shiny new scout rifle.

It takes about a days worth of bounties to rank up a faction outside of the vanguard and crucible. The probability of getting a shader should be low, to make it more of a rarity imo.
