Eh. I think it would be more interesting to reduce your light level by one of for each additional exotic armor piece. That would help prevent overpowering and prevent people from using all exotics to hit level cap and render the raid pointless. More Rome exotic should probably not be allowed in PvP. More than one exotic weapon would be overpowered in my opinion.
