Actually an earlier post suggests that the next raid would be mars. The house of wolves are a neutral house of the fallen and work with the queen. It's widely agreed that we'll all be getting another tower in the reef with the next dlc. Why would we be fighting the fallen then? Why not working with them? Clearly the queen doesn't like the cabal. Her story mission comments alludes to that.
