No, not really. Legally, it can't be done. And in the realm of this theory, it doesn't have to be done. You can have characters in a game that personify a character from another IP. Take for instance, how the Chief (Ogier) agreed to team up with the Arbiter (Charlemagne). There was no cross-ip leaping needing. All Bungie had to do was make a character that reflected someone in Ogier's life.
