Got to agree. The only time I felt like the enemies were actually doing stuff( productively- rather than just chiilin' waiting to be killed)was when I did a 'eleminate the target' patrol mission. I was expecting a generic servitor or vandal but insted it was a less powerful version of the Devil Archon (2nd mission)!! It was amazing.
