BUMP yes this needs to be implemented in the game in all parts! It would honestly give people more incentive to do patrol missions other than searching for materials. And something else the weather would impact, when the "enemy forces are moving against each other" in certain areas. For example, on Mars at spawn area there are Cabal and Vex fighting each other. After a while a while bunch come out with yellow health bars and a war starts. Thats when weather needs to just come down insanely hard and make it that much more epic. Maybe some music too but just something else for them to consider. Perhaps more of those events would be so awesome.
