Level does matter, but you are not invincible. The level of your opponent does not reflect the level of thier guns. A level 20 may die easier, but their maxed out guns can still one shot you. High level=high defense Low level=low defense Gun levels do more damage. So a maxed out gun will do optimal damage on even a high level character. Basically you should have shot first... Edit.
