So you'd rather just have no chance of getting an exotic than having a change of having an exotic js. Also it's hard enough to to get legendary and exotic drops

We already have a chance of getting exotics lol, a purple engram will give you a legendary or an exotic. A black would give you white-yellow. Higher chance in a legendary. And that's if you just want to leave it up to random luck and dice rolls. You can also buy exotics with earned strange coins via xur.
