Once you are in game chat everyone needs to run up as close as you can to Atheon. Once you are in what is considered a reasonable chat spectrum everyone must chant "show me the money plox" 7 times and he will open the next gate for you. Once this gate opens Xur will ask you for the secret password which is "There is no cow level". At this point in time xur will sell you sunbreakers.
