I'm sure they are prioritizing based on their whole game metrics and current schedule and resources. They've pushed a lot of updates given how long the game has been out. They haven't lied, they didn't put a specific date on anything .... it really is a "right now" generation. Them taking their time is better than the "hotfix" situation where they overdid it on the Vex Myth. My guess is that they are doing a larger exotics balance update and thorn and bad juju are in there. They have talked about that multiple times.
