I would argue that the difficulty of opponent according to your character does in fact change the RNG tables. I don't sit around and farm the WT mobs that are level 8 outside of the strike, but I kill every lvl 24 and above I can find, and I shoot them all until they are dead. Because you never know when that purple orb will shoot out of his ass.
