There was prior to the last patch when Cave Farming was the best choice. I've not seen a Legendary drop from low level enemies on Patrol or anywhere else since last week while I've got 4 from playing the high level stuff and seen several others pick one up as well. And I've seen a lot of others say the same. So unless you know people that have been getting Legendary drops on Patrol in the past week then I ask where is your proof the drop rates aren't different now?
