Uh... fair enugh about rarities, but did you miss the part where I suggested to leave Glimmer out, to avoid that exact problem? :(

This would avoid people gifting gear to people and artificially raising their level and gear. Making it so most people had to work for what they have. Edit: Or maybe even a ratio for trading up a level. IE: 4 legendaries for an exotic.
