I can't explain why they'd be afraid of their own emperor. What if he's vile they fear him and do what he asks out of fear. Maybe they are united through fear? Unity through fear is powerful.
The darkness is more evil. The emperor can be consumed by darkness. But the darkness can't be consumed by the cabal

I see but what of the emperor has away to fight the darkness? I have seen that the cabal are all rhinos. The emperor could be just as strong as the darkness. Who would the cabal fear more the emperor or the darkness?

Yep. But again the cabal are not a threat. Nor the fallen, hive or vex. The darkness is the real threat. If the emperor is coming then it will be a cake walk to kill him compared to the darkness.
