Make Fist of Storm effects more reliable
In my experience playing MMOs, any "chance to" effect isn't worth the unreliability in heavy content such as Raids. Instead of having Discharge and Overload be "chance to", make the effect always happen at a fraction of the effect, IE 20% cooldown reduction on hit with Overload.
