Two reasons: First - It's not a huge stretch of the imagination that "RAS" might be referring to Rasputin to begin with. Second - according to a Ukrainian colleague of mine, the names "Putin" and "Rasputin" are sometimes used in a word-play joke, which (very) loosely translates to: 1-putin 2-putin! Which leads me to believe "RAS-2" may be a nod to this word-play joke. Granted, Occam's razor suggests that the first reason is the most likely, however, given the importance of Old Russia so far, I wouldn't put it past Bungie to put in some subtle cultural references.
