In game chat lobby. BUT... It gotta be done right. You need a lot of options to cater to everyone, and it has to be seamless like the rest of the game, because that's part of the charm of what Destiny is. For example, there has to be options for either auto joining or auto muting regional chat when entering an area. The game itself caters to a lot of different players and playstyles, some will want to socialize and some will not. It's important that both are catered to. The main thing though is you have to be able to play without fiddling with it constantly. Bungie went to great lengths to make this game in a way to keep you immersed in the world. Having a chat lobby that is opposite of that is counter productive to everything they created so far. TL;DR Yes.
