Guns aren't the problem. Gangs are.

So, simple solution: Make being in a gang illegal. If you are found to belong to a gang then you are jailed for life. Cure the disease instead of treating the symptom.

No holds-barred, bag and tag anything that moves against the law, and clear out all potential gangs. However, complaints of collateral damage, or innocents killed/injured in raids will not be acknowledged. Only to be seen as a reasonable sacrifice. That orphanage won't stand a chance... Peace through superior firepower.
