Now in D.C. You can change the gender on your birth certificate if a doctor sends a not to the mayor/governor saying that you associate yourself with the opposite sex, and that means that a teenage boy, with no physical alterations what so ever, can change in the girls locker room as long as he has changed his birth certificate.
