Yes the buff is minor, but it is a buff. Buffing the tier 9 TD with the higher win percentage is a joke. WG has shown that they don't give two shits about what the WoT community thinks or discusses. It's Serb driving his Soviet tanks and when he gets owned by an enemy tank, he either pushes the "Buff Soviet tank for 'historical accuracy' or something stupid" or nerf the others for balance.
