Um first of all, the cloak is for camo. It blends in with the desert. Don't you think a green spartan suit would stand out?!?

Active camo says hi.

throwing on a tattered cloak was easier for chief. besides he doesn't have cortana to operate the active camo.

Active camo doesn't last that long..
