Will not let me create another character.
Platform: PC (Steam)
Characters: 1 / 3
Issue: Create New Character button does not appear
Troubleshooting done:
- Full reinstall
- Cache cleared
- Cross Save toggled
- Steam-only account (no console history)
- Waited on character select
