Requirements Not Met
My artifacts are not working and I can't properly fight the champions. None of my perks work they ask say Requirements Not Met! I bought the expansion im not a free player. Uninstalled and reinstalled and still not working.

"Requirements not met" is just about selecting or deselecting a perk in that column. It has nothing to do with whether a perk is actually active.
