Yes theres a timer.. It's incredible that bungie would need (by force with a popup that can't be skipped until a timer below it reaches zero) to literally explain exactly what SPIDER asked you to do more than once because the mission wasn't obvious enough, get the cargo, make your way to the evac zone and send out a flare for your ship and fight until exfil.
