Tempest strike only works with combination blow on some enemies
Watched the video linked above, and did some testing myself in the Shooting Range. TLDW: tempest strike only activates when killing certain enemies.
Works:
Dread, Husk
Corrupted Lurker
Unyielding Servitor
Ravenous Taken Wizard* ,Taken Goblin* , Servile Phalanx
Honored Legionary*
Acolyte*, Revenant Knight, Blistered Wizard*
Goblin*, Quantum Minotaur
Doesn't work:
Subjugator
Stalker, Tarnished Wraith
Dreg, Resolute Captain
Psion, Esteemed Centurion
Malignant Wyvern
* : These enemies were returning my dodge, but inconsistently, ranging anywhere between once and a handful of times.
