xur exotic requires unlock in collections before buying from xur
when trying to buy the exotic class item from xur, it says i have to unlock it in collections first in order to buy. if this is not a bug then what is the point of xur exotics?

It's not a bug. While you can buy the other ones from him without needing to unlock them in collections, the class item is not treated the same. To unlock it (for Xur purchasing) you either have to do Dual Destiny or get it when its offered during events. Xur selling the class items is an alternate source of getting rolls on it, but it is not there to let you bypass having to obtain it initially.
