Bungie issued the tokens a few weeks ago universally to all accounts. Keep in mind they are not an item, just a permission to change one's name.
To change one's name the new name must be in alignment with the Code of Conduct and Bungie name policy.

Is it to all accounts? Mine says I get one name change but it’s not letting me change it.. wahhh

If it is not saving it is because the filter is blocking the name you are trying

So strange. I’m just trying to change it to DAHLIA by itself. It’s just a flower lol

It is also a name. Also there is currently a bug they are working on that may impact it if this has only occurred recently
