I did both switch quests on Zero Hour legend for rewind and rapid. Afterwards we beat it on Legend and opened the chest for catalyst. That completed both perk quests and made them an option during crafting. You can see in the photo that I now have rewind rounds but the catalyst is locked still. But beating it on Legend did not give me the catalyst. I get a message stating purchase required to unlock catalyst. I am not sure what the problem is and why I did not get the catalyst for beating it on Legendary. Also, why does it say requires purchase and what do I have to buy? Or is it just a bug.
