Since Bungie added a cooldown when switching weapons in the latest hotfix (7.0.5.3). It might have affected emotes. It seems to have a cooldown after shooting before being able to use an emote. It's kind of a problem when trying to get Insult to injury medal during Guardian Games. Not sure if new, but I don't recall having cooldowns before being able to emote in the past.
