Also yes, I have been playing on strand, and none of my characters are maxed out on fragments.

If you are no longer obtaining any more Strand Meditations, this either means you are maxed out on the Strand Meditations or the character you are playing on has enough Strand Meditations to purchase all available fragments and aspects. Please check the Pouka Pond to see if you have enough to complete your character!
