I propose a rework to Adaptive Ordnance, the exotic perk for Eyes of Tomorrow.
Instead of doing the following: "Killing four or more combatants in a single volley increases the damage of the next volley", it would now do the following: "Locking onto fewer targets grants increased damage".
Example: I lock onto a boss, and on the effects bar on the side, it would say "Single target lock", or: "Target lock x1". When having only one lock on a target, you would gain a damage boost, for example, 30%. When you lock onto a second target, you would lose 5% of your damage boost, going down to 25%, and more locks would decrease the damage all the way down to a 0% damage buff, which would only occur if you locked onto six targets, which is the maximum that Eyes can lock onto.
If they wanted to keep the original effect that Adaptive Ordnance does, they can have it be the Eyes of Tomorrow catalyst, and call it something like "Adaptive Swarmer Missiles" or something like that.
This rework would, in my opinion, make Eyes of Tomorrow a viable option for boss DPS, though the damage boost gained from having only one target lock would very likely not be 30%, cause that's a pretty significant damage buff.
Said damage buff would also have to be much lower in PvP, or flat out not work in PvP for balance.
