The fact that it made it past the "this might be cool" phase of perk design is genuinely surprising. I won't get into long winded complaints about the uselessness of it, the numbers speak for themselves. https://www.light.gg/db/items/671806388/compulsive-reloader/ On the majority of guns it rolls on, CR is the least used perk. On some it's the 2nd or 3rd least used. The only time it's in the top half of the usage column is on Snorri (presumably to proc Reservoir Burst more often), and [spoiler]it's not even that good on that either[/spoiler] It needs to be old yeller'd.
