Compulsive Reloader is bad, like really bad.
The fact that it made it past the "this might be cool" phase of perk design is genuinely surprising. I won't get into long winded complaints about the uselessness of it, the numbers speak for themselves.

On the majority of guns it rolls on, CR is the least used perk. On some it's the 2nd or 3rd least used.
The only time it's in the top half of the usage column is on Snorri (presumably to proc Reservoir Burst more often), and [spoiler]it's not even that good on that either[/spoiler]

I think it's op perk on the right weapon. Like for example any precision weapon with the Suros Synergy origin trait. That's the origin trait that give you +40 handling and 20% flinch resistance for 6 sec's immediatly after a reload. Works very well with Compulsive Reloader on for example a Canatata-57. Imagine going into a duel with at 60 stability with 20% flinch reduction and eye of the storm. Or The Fugue sniper rifle which you can now build into up to something like 70% flinch resistance, I'm pretty sure the highest in the game. Personally I like Compulsive Reloader; but to each thier own.
