Honestly the witness is probably on par with a god of destruction.

Maybe even stronger, however he does have the speed equivalent to whis, Beerus’ trainer. We see him go at warp speed in the ViDoc for lightfall. His power is probably above Beerus as well, literally commanding paracausal entities. However Zeno would probably erase him from existence.
