All purchases from Eververse that use Silver show up as Packages in your Inventory; this is so that they can be refunded for a limited time if it was an accidental purchase. You have to open that package to receive the purchase, even if it was a Silver-purchased Emote, a Silver-purchased Shader, or anything else that was purchased with Silver. Can you clarify why you feel it's not a package? If you made the purchase with Bright Dust, then the item would have been available straight away, with Shaders showing up on armor/ships/sparrows/weapons/etc to apply, and Emotes showing up in the Emote section of your Character screen.
