check your anti-virus software, I was having that issue a while back and if its the same thing it crops up from time to time, I use avast and they have a quarantine section that you can see if they are holding the file, I haven't ever gotten a good answer other than its some kinda false positive.

I have Avast, but didn't see any messages about a file getting quarantined and nothing in the Virus Chest. Avast had a spate of thinking the 'destiny2.exe' was a virus back in July 2021, so I added the entire ...\common\Destiny2' folder to an exclusion in Avast.
