I don't think I've ever seen someone be excited to get a weapon roll with Celerity. (Or Sympathetic Arsenal from that matter.) I think of rather than it being buffed, it should be moved to the 3rd slot where it would fit with other conditional reload and handling boosting perks like Killing wind or Moving Target.
